convinces me that chance for eventual victory are improving every day There is but one ugly contingency to reckon with That is Russia and Japan getting together in a formidable movement that might culminate in a division of China between Such was the opinion ventured by Dr Robert Baird McClure Presbyterian missionary who came to Richmond yesterday for a series of lectures sponsored by the recently reorganized Church Committee for China Relief Dr McClure expressed himself in an interview given between addresses to religious denominations of which he made four during the day He is here on furlough Dr McClure is particularly fa Bar to Study Judicial Plan The State Bar Council will consider organization of a judicial section within the Virginia State Bar at its semiannual meeting at 11 this morning at the Hotel John Marshall -with State Senator John Battle of Charlottesville presiding The proposal would make judges of the Supreme Court Federal courts and courts of record members of the proposed section Such judges already are judicial members of the bar but no distinct organization is set up for them The council also will consider a suggestion that the secretary-treasurer secure criminal warrants against lawyers who persist in practicing without having paid their dues to the bar Reports from several special committee chairmen will be heard and the council will reconvene at 2 Man Is Arrested As Housebreaker A man listed as James Southall 27 of the 800 block North Twenty-fifth Street was taken into custody yesterday by police on a warrant charging him with housebreaking The warrant issued to Eddie and Ollie Gormus charged the man with breaking and entering a service station at 2416 Jefferson Avenue A Negro Robert Ryan 21 of the 1900 block Fairfield Road was also arrested yesterday and charged with breaking and entering Southern Material Company building at Seventeenth and Hospital Streets Both men will answer the charges today in Police Court By George Prince Arnold Political fur already has begun to fly in the Second Congressional District and the atmosphere in that sector is likely to be thick with it for the next five weeks as a result of the fight for the seat In Congress vacated Saturday by Colgate Darden Jr The district Democratic convention scarcely was ended Friday before charges and counter charges were being made by supporters of Norman 1 Hamilton Portsmouth publisher who will run as an independent In the special election to he held next month and Winder Harris Norfolk newspaper man and the convention's nominee for Mr Darden's post Planned for April 8 Governor Price has indicated that he will issue a call probably today for a special election to fill the vacancy April 8 Mr Hamilton who refused to allow his name to be placed before the convention promptiy Issued a statement attacking the wliolc nominating convention scheme saying it was arranged carefully and timed so as to freeze out "every one but the appointed congressional aspirant of the political "As a lifelong Mr Hamilton added "I shall present my candidacy in the special election which I trust the Gover- nor will call for an early Wright chairman of a committee of 12 Norfolk business men directing Hamilton's campaign then issued a statement charging that the action was illegal because it was taken before a vacancy in the representation in Congress actually existed Deans Charge Ignorant The convention plan as opposed to a special nominating primary which Mr Hamilton wanted was defended stoutly yesterday by Parke Deans chairman of the Second District Democratic Committee who said that no legal primary could be held prior to August and suggested that Mr Wright was ignorant of the Democratic Party plan "The highest authority on Democratic Party procedure in America the Honorable Edward Flynn President personal choice for and chairman of the Democratic National Committee has recognized Mr Harris as the legal and only Democratic nominee for the vacancy existing in the House of Representatives from the Second Congressional District of Mr Deans declared emphatically Whether or not Mr Wright is a member of the Democratic Party he has assumed to discuss the rules and regulations governing its conduct and has shown a complete lack of knowledge on the subject A mere cursory reading of the party plan of the Democratic Party in Virginia will disclose to any interested person that the appropriate district Democratic committee is vested with full and complete power relating to all congressional nominations "Before calling a convention the district committee sought legal advice from the attorney-general of Virginia and from eminent counsel in the district as to its right to call a primary Each advised that any primary held prior to the first Tuesday in August next would be illegal and williout standing "It would be interesting to see whether or not Mr Wright can produce any opinion by any attorney of standing holding that the convention held in Norfolk on Friday was without Political observers here believe that as the party nominee Mr Harris will have a big advantage over his chief opponent in the special election although Mr Hamilton a former member of Congress is recognized as a hard fighter Another candidate Maurice McCarty of Portsmouth has said he would run as an independent Democrat in the election but little is known of him outside of Portsmouth and it is not believed he will attract any considerable following Republicans will not offer a candidate Presumably Mr Darden will not take an active part in the scrap Although he is no longer a member of Congress he has announced that he will keep his offices in Washington open and look out for the district's interests there until
